| Developing enhanced Sustainable Energy Action Plans: A STEP UP guide for cities This guidebook provides recommendations and tools to cities developing or enhancing their Sustainable Energy Action Plan (SEAP). The guidebook is based on learning and examples from STEP UP cities – Riga, Glasgow, Ghent and Gothenburg - and provides links to the materials that have been tested during the development of the enhanced SEAPs in the partner cities. Using the approaches set out in this guidebook, STEP UP cities have been able to create more robust and ambitious local plans for energy, which they will now implement over the coming years in order to meet, or go beyond, the EU target for a 20% reduction in CO2 emissions by 2020. |
The guidebook provides:
- Information on the Covenant of Mayors and the EC’s position on smart cities and communities;
- Brief descriptions of the four STEP UP cities;
- The step by step process that has been taken by the STEP UP partners over the course of the project in order to develop their enhanced SEAPs;
- Advice, tools and materials for other cities; and
- Some tips on knowledge sharing and networking for cities.
